We know very little about how American weapons are used once they reach the Israeli military. Are they used in Gaza, and how? Are they flowing to the West Bank? Is there a possibility that they reach battalions that the United States is considering sanctioning because of alleged human rights violations? When the Biden administration ships arms to Ukraine, it pulls out the megaphones. It announces its shipments and hails its own efforts “to support the brave Ukrainian people as they defend their country,” as Secretary of State Antony Blinken put it last month. The White House emphasizes transparency about aid provided to Ukraine, saying it wants to be clear how “that money has been spent.”It’s a different story when the destination is Israel. A few details leak in the American or Israeli press, but overall, when sending arms to the Israel Defense Forces, the Biden administration seems to prefer the sound of silence.Transparency about arms transfers takes on special significance now that President Biden has signed a landmark $95 billion foreign aid package, approved after long delays in the House of Representatives. That package will pay for billions of dollars of arms flowing to Ukraine, Israel and other nations. As soon as the bill became law, the administration issued new announcements about weapons shipments to Ukraine, but not about transfers to Israel.“I think the administration makes sure that the word gets out to the pro-Israel community that these things have been transferred but doesn’t want to inflame the not pro-Israel community,” said Daniel C. Kurtzer, a former American ambassador to Israel and Egypt. “The word gets out anyway, but it’s not a headline.”Transparency is the lifeblood of democracies. For the same reason that the White House takes care to explain how taxpayer dollars are spent on military support for Ukraine, the administration owes it to Americans to be forthcoming about weapons flown to Israel, even if it finds disclosure to be politically uncomfortable.

Israeli Prime Minister Benjamin Netanyahu asked President Biden Sunday to help prevent the International Criminal Court from issuing arrest warrants for senior Israeli officials in connection with the war in Gaza, two Israeli officials told Axios.Israeli officials have grown increasingly concerned over the last two weeks that the ICC is preparing to issue arrest warrants for Netanyahu, Defense Minister Yoav Gallant and Israel Defense Forces chief of staff Herzi Halevi. The officials said Netanyahu expressed his concern to Biden in a phone call on Sunday, where the two leaders also discussed hostage negotiations, Israel's defense against Iran's missile attack, and the need to increase humanitarian aid to Gaza, according to a White House readout. The ICC, which is based in The Hague, Netherlands, has been investigating possible war crimes by both Israeli forces and Palestinian militants dating back to the 2014 Israel-Hamas war.U.S. officials said they do not have a clear indication whether the ICC is going to issue arrest warrants, but said the prosecutor's office is under pressure from NGOs and several ICC member states to do so.

“What would be the point of the ICC if War Criminals can just ask to avoid arrest warrants.”

The promise of “net zero” carbon emissions claimed another political victim this week as Scotland’s administration teeters on the verge of collapse. Defying reality has consequences.First Minister Humza Yousaf resigned after scrapping his Scottish National Party’s fraying coalition with the Scottish Greens amid a dispute over net-zero targets. Mr. Yousaf and his left-leaning party run a devolved government with the power to set many policies independent of the United Kingdom government in London. Now he’ll have to govern with a minority in the Scottish Parliament.“Although I am sad that my time as first minister is ending, I am so grateful and blessed for having the opportunity so few are afforded — to lead my country, and who could ask for a better country to lead than Scotland,” a visibly emotional Yousaf said — before leaving the press conference podium without taking any questions.Yousaf — whose party faces a police probe into its finances — had struggled to reverse the SNP’s poor performance in opinion polling ahead of a Westminster election later this year.

In order to get Mr. Kennedy on the ballot in all 50 states, as is his goal, his campaign has deployed a multipart strategy: aggressive legal action, shrewd political alliances and surprise filing tactics meant to slow or prevent challenges. This month, Mr. Kennedy got on the ballot in Michigan, a key presidential battleground, by securing the nomination of a minor political party. He will soon officially be on the ballot in Hawaii, having overcome a challenge from the local Democratic Party. As of Sunday, the campaign says it has gathered enough signatures to submit petitions in six other states, including New Hampshire, Nevada and North Carolina, with more expected to be announced this week.Stefanie Spear, a spokeswoman for the campaign said: “The Kennedy-Shanahan ticket will be on the ballot in all 50 states and the District of Columbia. We have the field teams, volunteers, legal teams, paid circulators, supporters and strategists ready to get the job done.”

A recent photo depicts a Xian H-6 medium bomber flying high over the ground – so high that, from the vantage point of the photographer, it’s little more than a winged blur. Equally blurry: whatever the bomber was carrying under its fuselage. It might be a supersonic reconnaissance drone – one designed to hunt down US Navy aircraft carriers on the vast Pacific Ocean. Or it could be an even faster “hypersonic” vehicle. It’s hard to say from the single blurry image of the thing that has circulated on social media. All we can say for sure is that the Chinese military is up to something. And whatever it is, it’s bad news for the United States and the whole free world. The PLAAF is known to be developing at least two types of high-speed unmanned aerial vehicles that depend on a bomber to launch them. Both roughly match the basic shape of the object under the H-6 in the photo. One is the AVIC WZ-8. This supersonic UAV made its first public appearance at a rehearsal for a parade in Beijing in 2019. The UAV’s narrow fuselage and wings – ideal for fast supersonic flight – strongly imply the WZ-8 is a recon drone. One whose rocket engine isn’t suitable for takeoff from a traditional runway, and instead requires mid-air launch.Chinese media concur with that impression. The WZ-8 “would be expected to play a key role should there be a conflict with US aircraft carrier strike groups in the South China Sea or western Pacific,” the South China Morning Post reported.A camera-equipped satellite might be able to detect a carrier, but only when the satellite crosses the patch of ocean where the ship happens to be. Most satellites travel along orbits that allow them to surveil only narrow swathes of the Earth below.
