No, a society couldn't function properly if everyone were free. There has to be a line of rules and laws that should be followed in order to keep the world in balance and organized. Without any rules or regulations, the world would be in chaos and people could do whatever they want without consequences.

There needs to be rules across society, however in a society without a government they could still be put in place through other means.
