As such, Congress cannot specifically authorize, mandate nor prohibit the mention of God, by whatever name, in public federal lands and services. These should be allowed to exist, or struck down on a case by case basis. There are times and places where forbidding the mention of God in public business would constitute an infringement on the first amendment, yet there are times when the mention of God in public business would form a similar infringement against those who do not ascribe to the belief in a deity.
